According to A.K. Hamilton Jenkin, Wheal Garden was a consolidation in 1816-1817 of Treleigh Wood Mine with a number of small mines in the area which are now largely obscured, including Wheal Diamond (old workings on Diamond lodes south of Mitchell's Shaft of Wheal Peevor), Wheal Butler copper mine, and Wheal Gilbert. These mines were using water-driven engines, and none of the workings did extend to any greater depth. It was proposed to install a steam engine, and bring in a deep adit to explore about twenty lodes as yet untried. When the lease was granted, the name of the mine was changed to Wheal Harmony.

According to Dines, who makes no mention of older mines, Wheal Harmony worked the eastern extension of the Wheal Tolgus main lode. Although no mine plans exist, there is evidence that the workings followed this lode for about 600 yards to the east.
