Biography

Justice Horn was born in Blue Springs, Missouri. He graduated from Blue Springs High School. He earned both a bachelor's degree and a graduate degree from the University of Missouri-Kansas City. His career experience includes working as a comptroller. He has also served on the Jackson County Plan Commission, the Board of Zoning, and the Blue Springs Board of Adjustment.

I am an activist and civic leader running for the 1st District At-Large seat on the Jackson County Legislature to make county government work! I’m a lifelong resident of the county—having called Grain Valley, Kansas City, Independence, and now Blue Springs home—I am running to ensure that Jackson County’s 700,000+ residents have a government that is accountable to you. I am committed to addressing broken systems, from rising property taxes to ineffective public services, and reimagining how the county serves its residents—from housing, climate justice policy to economic development and a rapid countywide public transit. My campaign is rooted in the belief that county government should uplift every resident.

Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?

• Making County Government Work for You: I’m committed to ensuring that our county government is efficient, transparent, and responsive to the needs of every citizen. From improving services to streamlining operations, I will make sure that your tax dollars are being spent wisely and effectively.
• Fighting for Accountability and Integrity: Accountability is at the core of my leadership. I will work to ensure that county leaders, departments, and agencies are held to the highest standards of honesty, transparency, and responsibility. We need to restore trust in our government, and I’m the candidate who will make sure that happens.
• Fixing Property Taxes to Protect Residents: Property taxes are a burden on many families, and I am dedicated to finding solutions that make them fairer and more manageable. I’ll work to reform property tax assessments, ensure greater transparency in the process, and push for a system that protects homeowners from unjust increases.

What areas of public policy are you personally passionate about?

I’m passionate about building a comprehensive, countrywide public transit system that serves as the backbone of a sustainable future. By investing in transit infrastructure, we can create good union jobs, stimulate economic growth, and develop key corridors that encourage responsible development and affordable housing. This is not just about getting people from point A to point B; it’s about creating vibrant, connected communities where transit hubs become central to both daily life and economic opportunity. At the same time, a robust public transit system is one of the most effective ways to combat the climate crisis, reducing reliance on cars and lowering emissions. My vision is to create a transit system that not only meets the needs of

What characteristics or principles are most important for an elected official?

For an elected official, accountability and accessibility are the two most important principles. Accountability ensures that I am responsible for my actions, transparent in decision-making, and always working in the best interest of the people I represent. It means being answerable to my constituents and ensuring that tax dollars are used effectively. Accessibility is equally important. It’s crucial that I’m approachable, listen to the concerns of my community, and make myself available to hear feedback, answer questions, and be present when my constituents need me. As an elected official, I should be someone who serves the people—not someone who is removed or distant from their needs. Both of these principles go hand in hand to ensure that leadership is grounded in trust and genuine service to the public.

What do you believe are the core responsibilities for someone elected to this office?

To make lives, conditions, and the quality of lives of those we serve better.

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

The first historical event I remember in my lifetime was when the first Black president was elected. That’s when I first felt represented. I was in my teens at the time, and it was a moment that marked a huge shift in how I saw leadership and possibility. It felt like history was being made right before our eyes.

What organizations or individuals have endorsed your campaign?

Teachers Unify to End Gun Violence—and in my first race for the county in 2022, Missouri Pro-Choice, Vote Pro-Choice, LGBTQ+ Victory Fund, Run for Something, Moms Demand Action, and Kansas City Mayor, Sly James.

What are your views on financial transparency and government accountability?

My views on financial transparency and government accountability are clear: anticorruption, residents first and always. It's essential for governments to be transparent in their financial dealings to build trust and ensure that resources are used efficiently. Keeping residents at the forefront of decision-making ensures that policies serve the public good, not special interests.

Who are you? Tell us about yourself.

My experience in advocacy, policy, and activism is about people power, not political power. Politicians exist to serve YOU- I want to help you demand good, hard work from your representatives, from neighborhood associations to the Governor’s mansion. I am policy and solution-oriented, and I will never make a decision without consulting with the people I am voted to represent.

Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?

• Equity - Equity improves all policy. The County needs an equitable lens on tax assessment, tax disbursement, and regulations.
• Accountability - There is no accountability without accessibility and transparency. County officials have historically engaged in corruption out of public view.
• Community - Investment in resources reduces crime, promotes economic activity, and builds a sense of community.

What areas of public policy are you personally passionate about?

I got my political start in LGBTQ+ policy and activism after being the first openly gay NCAA wrestler. In 2020, after serving as UMKC's student body president, I was one of the activists hosting Black Lives Matter protests. That experience taught me that activism means very little without policy change; after that, I became a policy liaison, working with many City Councillors to pass equitable and community-centered policy like recognizing AAPI Heritage Month in KC for the first time, creating a paid Juneteenth holiday for majority-black City staff, and various climate action issues.

Most of all, I am passionate about using policy to address inequities and move towards supporting every single person in Jackson County, including parents, children, houseless people, formerly incarcerated people, tenants, and all people that suffer due to lack of support.
