SCC is enabled by default when -Xshareclasses is not specified in the CML. cacheDirPerm should be set to J9SH_DIRPERM_ABSENT in this case. Closes eclipse-openj9#19328 Signed-off-by: Hang Shao <hangshao@ca.ibm.com>

No point in waiting to merge this since the change was accidentally pushed to v0.46.0-release and this PR doesn't change anything, other than ensure the update will be in the release notes. See #19539 (comment) |
