The tests should be updated if this is expected

The problem is, the test is testing something valid, namely that AOT was not disabled because of -Xjit:exclude={*}. I think maybe we need to update the error messages to distinguish between why AOT was disabled, so that the test can ignore the message if AOT is disabled because it was disabled pre-checkpoint. Since this is tagged for 0.49 I'll work on a fix in the next few days.

Is this a consistent error message? I'm concerned that this will complicate triaging for the next release. Perhaps this is something we need to address for 0.49 @pshipton ?

If you mean 0.48, I agree. I think if we merge #20219 then we'll have the same failure in the 0.48 testing.
