Call libwrappers atoe_enableFileTagging() with ccsid - #7188

The libwrappers atoe_enableFileTagging() function has always taken the ccsid, but it hasn't been passed. Move the code calling libwrappers to atoe_setFileTaggingCcsid() and pass the ccsid. Signed-off-by: Peter Shipton <Peter_Shipton@ca.ibm.com>
