ブッシュ＝ブレアのイラク攻撃と同じ轍を踏まないか
アメリカとの間で核開発と経済制裁をめぐり交渉を続けていたイランに、イスラエルが攻撃を始めました。国際原子力機関（IAEA）は、今月13日のイスラエルの攻撃によって、イランのウラン濃縮施設の地上部分が破壊されたと発表しました。アメリカとイランの核協議が行われている最中の攻撃に、アラブ諸国はネタニヤフ政権を強く非難。イスラエルによるとイランが軍事目的の核開発を行っているというのが攻撃理由で、ウラン濃縮施設の地下部分の破壊は米軍でないと実行できないとして、トランプ政権にイラン攻撃への参加を求めています。しかし、未申告の核開発疑惑の監視・調査への協力が不十分だとイランを非難していた国際原子力機関（IAEA）は、イランが核兵器開発を行っていたとする証拠は把握できなかったとしています。またアメリカのトゥルシ・ギャバード国家情報長官は、今年3月に開かれた上院議会公聴会で、濃縮ウランのレベルが上がっていることに懸念を示しつつも、米諜報機関の情報収集・分析の結果、イランが核兵器開発を行っていると断言できるものではないと証言しています（ギャバード氏はヒラリー・クリントン元国務長官のことを戦争屋と非難し民主党から共和党に移籍したものの、中国に関しては軍事・経済面で融和的）。
第一次トランプ政権では比較的落ち着いていた中東情勢ですが、イラン外相がオバマ政権時代の国務長官ジョン・ケリー氏と複数回にわたり面談しており、マイク・ポンぺオ国務長官やルビオ上院議員から、イランの核開発を加速させかねない、またローガン法（政府の許可なく係争中の外国と個人が交渉することを禁じる連邦法）に抵触すると、ケリー氏を批判していました。 政権最終年にあたる2020年1月、イラン革命防衛隊の精鋭・コッズ部隊（イラク・レバノン・シリア等で活動）をバグダッドで空爆、ソレイマニ司令官を殺害しています。イランは報復としてイラクのアル・アサド米空軍基地にミサイルを発射しましたが、事前にイラク側に攻撃を伝え、米国人の犠牲者が出ないよう抑制した形によるものでした。トランプ大統領が民主党のバイデン氏と2020年秋の大統領選挙を争った際には、昨年の選挙戦のようにイラン政府からトランプ元大統領の暗殺を指示された外国人が米国内で活動し逮捕されるといった事案の報道はありませんでした。イランのアメリカに対する姿勢の変化は、イスラエルのガザ侵攻と自国への敵対姿勢、そしてトランプ大統領が2016年や 2020年の大統領選より一層親イスラエル色を強めたことに起因するのでしょうか。
トランプ大統領は、ネタニヤフ首相からのイラン攻撃への参加要請や、リンジー・グラム（リンゼイ・グラハム）上院議員（防衛軍需産業が盛んなサウス・カロライナ選出）やテッド・クルーズ上院議員（テキサス選出、父親がキューバ系）といったタカ派の共和党議員、共和党や自身への大口献金者（とりわけアデルソン夫妻のようなシオニスト）、一部の狂信的な福音派信者、ショーン・ハニティー氏、マーク・レビン氏などFOXテレビ関係者から、参戦への相当な圧力を受けている様子がうかがえます。テッド・クルーズ議員は、タッカー・カールソン氏（元FOXテレビ人気キャスターで米国のイラン攻撃に反対）との対談で、イスラエル支援を拒むことはアメリカの孤立主義だと訴えます。下院議長時代、クリントン元大統領のホワイトハウス研修生との不倫問題を追及していたニュート・ギングリッチ氏も、FOXテレビのショーン・ハニティ氏やラリー・クドロー氏の番組で、1979年のアメリカ大使館人質事件以降続くイランのアメリカとイスラエルに対する敵対性を説き、軍事独裁政権を終わらせなければならないと訴えます。
一方、熱心なトランプ支持者で、陰謀論者扱いされることもある元FOXニュースの人気キャスターのタッカー・カールソン氏や下院のマージョリー・テイラー・グリーン議員、ハワイ州兵として2000年代中頃イラクにも派遣されていたトゥルシ・ギャバード国家情報長官が、イスラエル・イランの戦争に関与するなと平和主義を訴えています。リベラル勢力から極右呼ばわり、目の敵にされてきたスティーブ・バノン氏（第一次トランプ政権の１年目の首席戦略官）も中東への軍事介入に反対し、不法移民など国内問題対処を優先するよう呼び掛けています。タッカー・カールソン氏は「今現在イランはアメリカの脅威ではない、イスラエルの口車に乗ったら将来にわたり禍根を残すことになる」、「ベトナム戦争などアメリカの負の歴史を新たに作ってはいけない」、「他国（イスラエル）の戦争に加担することは、大統領としての汚点になる」と、トランプ大統領へ説得・批判を展開しています。昨年７月に他界した、CNNやFOXで活躍したトランプ大統領より２歳上の、ルー・ドブス氏が存命なら、何と箴言し、また大統領はいかなる反応をするのでしょう？ 金融エリート中心の経済に警鐘を鳴らし、大企業/多国籍企業優遇に反対、最低賃金の引き上げ、中間層の生活向上を古くから訴えてきた彼なら、「経済政策に注力せよ」と忠告するでしょう。
1990年イラクがクウェートに侵攻、翌91年ブッシュ（父）政権のアメリカを中心とした多国籍軍が、イラク軍を空爆・地上戦を展開した湾岸戦争。
2001年アルカイダによる米同時多発テロを受けタリバン政権壊滅のため、米主導の有志連合軍がアフガニスタンを攻撃した紛争。2003年ブッシュ（子）がフセイン大統領が大量破壊兵器を保有しているとして、イラクに軍事侵攻したイラク戦争。何れの戦争も、開戦前からアメリカの決定に対する影響力・関与が大きいのがイギリスです。15日にはRAFの戦闘機が中東地域に派遣される準備は整ったと報道されています。イラク戦争に係り、後に大量破壊兵器がなかったことが判明したことで謝罪に追い込まれたブレア元首相（労働党）と同じ轍を踏むわけにはいかないスターマー首相（労働党）。
フランス・ドイツとの協調路線を取りがらも、アメリカとの間の関税交渉で早々に貿易協定締結へ合意したイギリスは、トランプ大統領に、イスラエルと一線を画すよう促すことまではないですかね。因みに労働党は、昨年の米大統領選挙戦で、民主党ハリス陣営に100人規模のボランティアを送り込んでいました。
2016年に大統領選に立候補する前から、度々、ブッシュ元大統領のイラク侵攻を批判してきたトランプ大統領。今月に入ってからの表情は、1月6日事件（議事堂襲撃）で支持者のアシュリー・バビットさんが亡くなった時以来の鎮痛な面持ちです。欧州もイランの説得だけでなく、イスラエルに対して自制を強く呼びかけてほしいものです。ドイツのメルツ首相の、「イスラエル軍と政府が攻撃を実施できたことを尊敬する」、「我々のために汚れ仕事をしてくれた」、「イスラエルに感謝する」は、いくらなんでも酷すぎます。これでは、イランは益々態度を硬化させ交渉が困難になります。アラブ/イスラム系諸国は、イスラエル＋欧米がイランの石油利権を牛耳りたいが為、とみなしても仕方ありません。米国下院軍事委員会のワシントン選出アダム・スミス議員（民主党）は、イランへの軍事攻撃参戦は中東地域に展開するアメリカ軍を巻き込む大惨事に発展するとして慎重な姿勢をみせています。

トランプ大統領、MAGA派(Make America Great Again)で盟友だった共和党ジョージア州選出のマージョリー・テイラー・グリーン下院議員の支持 / 推薦を撤回する旨を、自身が運営するSNS、Truth Socialで表明しました。グリーン議員はイラン核施設のへの米軍による攻撃に反対し、その後もイスラエル軍の乳幼児・児童を巻き込むガザ民間人虐殺について、保守系ジャーナリストとの対談などを通じて、痛烈に批判してきました。第二次トランプ政権になり、アメリカが他国の意向によって軍事支援すること、アメリカ国民の生活が苦しい中、税金を国内経済ではなく海外にまわされることが、アメリカ第一主義、平和主義に反すると、訴えていました。

昨年からイランとアメリカとの間の仲介役として、イスラエルとの紛争や核開発をめぐる問題でイランの高官と交渉を続けてきたオマーンのバドル外相の努力も虚しく、2月28日、イスラエルがイランのテヘランに先制攻撃しました。ほどなくして、イスラエルによる爆撃にはアメリカも加わっていたと報じられ、トランプ大統領がイランの政権転覆を図るため攻撃を正当化し、大規模軍事作戦を展開すると会見を開きました。イスラエルと米国の合同軍事攻撃で、イランの小学校が爆撃され多数の児童が死亡しました。
2月には、タッカー・カールソンがマイク・ハッカビー駐イスラエル米国大使（福音派牧師でラジオパーソナリティ、トランプ1.0の報道官で現在アーカンソー州知事のサラ・サンダースの父）にテルアビブ空港で取材。ネタニヤフ政権のガザでの非人道性を容認する米大使の姿勢を批判的に追及していました。またカールソンはホワイトハウスを複数回訪れ、トランプ大統領にイランとの戦争を踏みとどまるよう説得していたと伝えられていました。
米軍と安全保障関係にある湾岸協力会議GCC諸国加盟国のバーレーン、アラブ所長国連邦（UAE）やカタールの米軍基地や空港に、イランの報復攻撃とみられる爆発が相次ぎました。米軍がイスラエルと共に軍事行動を開始したことに、民主党や一部の共和党議員が議会承認を経ていなかったこと（ギャング・オブ・エイト=超党派の議会指導メンバーには事前伝達済み）、オマーン外相とイラン当局者の交渉途中だったことを非難しています。アメリカ国内の反応については、カナダやオーストラリアなどイラン系移民の多い国はイランへの軍事介入に肯定的にみています。イスラエル寄りだといわれているイギリスのスターマー首相の声明は、今回の英軍は軍事活動に関与していないがイランの政権転換の必要性を強調しました。

Trump promised nothing less than peace on Earth during the campaign: the Ukraine war was to end, and comity was supposed to break out in the Middle East. That legacy would be secured through a deal in which Iran agreed not to build a nuclear bomb. The next round of negotiations was planned for 15 June. But then Israel killed Iran’s top negotiator in an airstrike. Diplomacy becomes much harder when your interlocutor has no pulse. Or as Trump put it, “they didn’t die from the flu”.
